If we talk about a personal car of category B, then this is required only before purchasing an insurance policy. However, changes are being made to the list of requirements for cars. These are the ones we will talk about today:

New requirements for fire extinguishers:

Change in vehicle design

Decree on technical inspection: how often to undergo it according to the new rules

The current procedure is regulated by law “On technical inspection of vehicles”. It must be taken periodically, and the results are recorded in a diagnostic card, which is later given to you.

Maintenance is more serious, so prepare the car

Based on the results of the inspection, the information is entered into the EAISTO database. If defects are identified, the car owner does not receive a diagnostic card and is given 20 days to fix the problem. Then he will turn to the operator who carried out the maintenance: he will not repeat the procedure from the very beginning, but will check the problematic vehicle system. If you are traveling to another point, the employee will undertake a repeat inspection.

Inspection in 2018: changes and new rules

The following changes came into force in February 2018:

  1. The list of faults that do not allow maintenance has been expanded. Among the innovations - prohibition on dismantling manufacturer-installed windshield wipers and washers. Also, you should not strengthen the headlights with special films, even transparent ones, and drive with damage to the power steering.
  2. The requirement to carry it in the cabin has returned first aid kit.
  3. Can't do without fire extinguisher, and the capacity must be at least 2 liters. There are fewer requirements for the types: powder and freon are allowed.
  4. Fans of modifications and tuning will be disappointed: they will not even install seats from other car models. Changes are allowed if they are recorded in the registration certificate.

  6. According to new requirements for technical inspection Studded tires must be installed on all vehicle wheels. This rule is not new, but it is now officially spelled out in legislation. It is stipulated that tires can only be used with the same wear, size and type.
  7. Gas equipment is allowed to be established if it complies with the requirements of the Customs Union (entry into the registration certificate is necessary).

There are also a number of minor changes to the rules, but they will not affect ordinary drivers. You just need to take into account the listed changes and prepare for the fact that at the next maintenance they will issue new form diagnostic card. The old ones remain valid, so there is no reason to rush for inspection.

The document is an A4 sheet containing information about the condition of the vehicle, main components and systems. If the card is damaged or lost, the data is restored based on the EAISTO. You will have to pay for the re-issuance procedure 300 rub. But the risk of losing the document is small, since the law does not require you to carry it with you.

How to pass a technical inspection for compulsory motor liability insurance: new rules in action

How is the technical inspection carried out according to the new rules? You will need to prepare a package of documents and provide the vehicle for inspection. The procedure consists of the following steps:

  1. Select time and sign up for an accredited service station.
  2. When you arrive at the appointed time, an employee will check the integrity windshield and rear view mirrors. There must be no cracks or other defects that impede visibility.
  3. Attention is paid to the operation of windshield wipers and washers. It is important that the brushes clean at least 90% of the area allocated to them.
  4. The check includes seat adjustment, proper work seat belts.
  5. An important point will be equipment: first aid kit, fire extinguisher and emergency sign. The fire extinguisher must comply with 2018 requirements.
  6. Chassis and braking systems check by lifting the car with a lift. Road tests are rarely carried out because they require a lot of space. Instead, you will place the car on a special stand and then press the pedals, varying the force. You will also need to use the hand brake. The inspector will pay attention to the uniformity of braking: the wheels should reduce speed equally.
  7. Body inspection aimed at identifying corrosion, paint defects, and mechanical damage.
  8. An important aspect is to check how steering corresponds to the norm. Then the operation of headlights and other warning lamps is tested. Attention is paid not only to whether the high and low beams are on or not, but also to the angle at which the rays fall.
  9. Regarding tires, then the inspector measures the tread height, makes sure it matches the season, and looks for possible deformations.
  10. Being tested power unit and the composition of the exhaust gases is checked.

It happens that unscrupulous employees, wanting to receive a bribe, inflate the requirements for the car. In this case, ask to clearly indicate the point according to which you cannot receive a diagnostic card.

Features of re-check

If deficiencies are identified, you will eliminate them within 20 days, after which you will return to the service station. The diagnostics do not have to be repeated from the very beginning: the operator will check only the systems that raised questions. How technical inspections are carried out in practice according to the new rules: user experience

I purely by chance remembered that the time had come to undergo a technical inspection. I chose a place and arrived. First I saw the inscription “Cashier”, gave the money and received a diagnostic card form, which must be filled out at your own peril and risk.

I stood in line for 2 hours and went to the box where the examination itself took place. The technician said to turn on the engine, lights, turn signals, low beam and high beam, fog lights. At the next stage, the inspector asked to get out of the car and accelerated while driving on some rollers. Then he went down into the inspection ditch and told me to turn the steering wheel.

The rest of the checks were carried out according to the “I’ll take your word for it” principle: the employee did not want to look for an emergency sign in the trunk. He left for about 10 minutes and returned with a stamp that the vehicle was in good working order and a diagnostic card. I was surprised that the car was not lifted on some kind of unit, like last time, but I did not complain. In general, it seemed that the new rules did not increase the zeal of employees of accredited service stations.

How often to undergo a technical inspection: regular vehicles and special categories

The frequency of inspection is determined according to the following scheme:

  1. Inspection of a new car is not required during 3 years. The rule also applies to trucks with a weight of up to 3.5 tons, motorcycles, trailers and semi-trailers.
  2. If the car's age is 3-7 years, maintenance frequency - 1 time every 2 years.
  3. For vehicles produced more than 7 years back, an annual procedure is provided.
  4. Once every six months, passenger buses, vehicles for transporting dangerous goods, passenger taxis and trucks for transporting people with more than 8 seats undergo maintenance.

Take these rules into account, otherwise you will not be able to conclude a compulsory motor liability insurance agreement.

What must be checked during a technical inspection: passing conditions

In total, 65 aspects are checked during the technical inspection, so go to the service center in advance and prepare the vehicle. When you arrive at the inspection point, the inspectors will pay special attention to the following:

  • condition brake system and engine;
  • wheels and tires;
  • operation of headlights;

  • availability of a first aid kit, and for motorcycles with a sidecar - an emergency sign;
  • operation of headlights, turn signals, and other signals;
  • integrity of the paintwork.

Motorcyclist wearing a helmet is also a prerequisite for obtaining a diagnostic card.

The document will not be issued if you yourself made changes to the design of the vehicle and did not obtain permits.

How much does a technical inspection cost in 2018?

The cost of the procedure varies depending on the subject of the Russian Federation. It is calculated using a formula, but to find out the price, it is easier to find a resolution of the local authorities. Fluctuations can be great: for example, in Moscow the service will cost 881 RUR., in St. Petersburg - in 720 rub., and in some regions it decreases to 300 rub.

Freight transport diagnostics are more expensive - costs reach 2,000 rub.. If we're talking about for a bus with more than 8 seats, the price will be approx. 1,300 rub.; and you will have to pay to have your motorcycle inspected for compliance 250 rub..

Discounts are provided to certain categories of the population, but to receive them you need to clarify the conditions in the region. What documents should I take to pass the inspection?

Fine for lack of technical inspection: if you do not have a diagnostic card

The legislation does not require the driver to present a diagnostic card to traffic police officers, therefore there are no fines for the absence of this document. But you won’t be able to get an MTPL insurance policy without it, which means you won’t be able to drive. For operating a vehicle without a policy, a fine of 800 rubles.

If the driver provides an expired document, the fine will be 500 rubles. Deposit money within 20 days to receive a discount.

Who is responsible for the lack of technical inspection

The direct lack of technical inspection will not be the reason for a fine, but without it you will not receive compulsory motor liability insurance. Driving a vehicle without this document falls under the category of offenses. Moreover, you may be fined more than once.

According to legal norms, one violation will not become an obstacle to subsequent multiple punishments. When you are fined for not having compulsory motor insurance, a traffic police officer records the offense. But if you continue driving and are stopped again, then the place and time of the event change. Therefore, this is a new violation and you will receive new fine. Simply put, law enforcement officers can record violations indefinitely until you pass a technical inspection and receive compulsory motor liability insurance.

Separately, cases are considered when the employee conducting the maintenance issues a card without actual diagnosis. When this is discovered, the negligent inspector will share responsibility with the owner of the vehicle or his representative, if the procedure is carried out by proxy. The operator will not just pay a fine: in the event of an accident that occurs due to a defect in the vehicle, the employee will compensate for the damage from his own pocket. If we are talking about the owner of a vehicle, according to the new rules, a fine of 800 rubles may be imposed.

What to do if the car is insured but has not passed inspection

Such situations are rare, since insurance companies will not sell a policy without maintenance. But it happens that they provide a document under an agreement, according to which you undertake to undergo an examination within 10 days. If the agreement is violated, you will not receive payments upon the occurrence of an insured event.

Problems arise when the diagnostic document is no longer valid and the policy has not expired. After all, previously OSAGO was issued when the maintenance period was at least 6 months. Now you have the right to receive a policy, even if the vehicle inspection paper becomes invalid the next day. In such cases go to the service center and get new document until the old one expires.

What other new rules might be introduced?

According to statistics, last year issuing a diagnostic card without an actual diagnosis led to 5,800 accidents. On this basis, additional changes to the legislation may be introduced. According to the project, the technical inspection procedure must not only be completed within the established time frame, but also be recorded on video.

For now, changes are in the future: if such rules are adopted, it will be necessary to purchase equipment and create storage for the database. This will lead to additional costs and inspection prices will increase.

A first aid kit and fire extinguisher are required. If previously only an emergency sign was enough, then from May 4, to pass the 2018 technical inspection, they are required.

It is prohibited to cover the diffusers of light devices with film, regardless of whether it is transparent or colored. Moreover, the same point also applies to those motorists who stick armored film. However, it is very problematic to prove in practice that armored film is applied to the headlights.

The changes also affected tires; from now on you can’t use studded tires on one axle and regular Velcro on the other. All four wheels must have identical tires. It is also prohibited to come for maintenance in the summer with a winter one, and in the winter with a summer one, even if tires suitable for the season are installed on one axle.

The serviceability of the power steering will also be checked (of course, this only applies to those cars in which such a unit is structurally provided). Accordingly, it will not be possible to undergo maintenance if the unit is faulty.

In addition, we separately touched upon alterations. If they have not been properly legalized, then exploitation is prohibited. The alterations included:

Installed a different steering wheel, seat.

Fixed iron bumper instead of plastic and vice versa.

Unregistered gas equipment.

Changes made to the suspension, for example, installed welding joints, cut springs ().

They also plan to soon introduce a resolution to combat the illegal receipt of diagnostic cards. That is, now you can pay about 500 rubles to have your car included in the EAISTO database. It is planned to enter into the database not only an electronic version of the card, but also video evidence that a particular car actually came for inspection.

What is a diagnostic card?

This is a document that contains information about the car (VIN code, number, owner), and also indicates the technical conclusion of the service operator who issued the card. That is, data is entered on whether it is possible or not to use the vehicle. Two copies are created, and an additional electronic version is issued for the EAISTO database, under an individual number. One copy is given to the owner, the second is kept for three years by the expert who conducted the inspection.

Who needs to receive a diagnostic card?

The validity period of the cards, and accordingly the time frame for undergoing maintenance, is determined by the release date of the car. If we rely on Article 15, Part 2 of Federal Law No. 170, then individuals who own vehicles (including cargo vehicles up to 3.5 tons) that are less than three years old are given the right not to issue a diagnostic card. Otherwise, if such a car is more than three years old, obtaining a card is mandatory. After all, without maintenance, no company will issue you “insurance.” Subsequently, the deadlines are as follows:

For vehicles produced from three to 7 years ago, with the appropriate TP marks, the validity period is two years.

If the age exceeds the seven-year threshold, the validity period of the card is equal to one year.

For those whose old maintenance coupon has not yet expired, there is no need to obtain a diagnostic card. You will have to change it when you undergo a second inspection or after the previous one expires.

The timing of annual maintenance is implied for the following categories (regardless of the year of manufacture):

Trucks weighing more than 3.5 tons.

For special vehicles that are equipped with devices for transmitting sound and light signals.

Vehicles that are designed for learning to drive a car.

Trailers with a carrying capacity of no more than 3.5 tons owned by individuals are exempt from mandatory maintenance and obtaining a diagnostic card. Article 32 of the Maintenance Law.

According to Article 15, Part One, Federal Law (dated July 1, 2011), the following are subject to maintenance every six months:

Buses.

Passenger taxis.

Trucks converted to carry more than 8 passengers (excluding the driver's seat).

Special vehicles, including trailers used for transporting dangerous goods.

At the same time, absolutely any vehicle owner retains the right (Article 15, Part 6) to undergo maintenance at any time, regardless of the deadlines regulated by law.

Fines for the absence of a diagnostic card (TO)

As you understand, there are no fines as such specifically for the lack of a diagnostic card or non-compliance with operating rules (for individuals, vehicle owners). Because traffic police officers do not even have the right to demand your card. A fine will be imposed for lack of “insurance”. After all, if you don’t have a diagnostic card, not a single one insurance company will not sign an agreement with you. In fact, for individuals, the insurance policy is to some extent a diagnostic card, in the understanding of the traffic police. Therefore, if it is not there, a fine is provided accordingly:

800 rubles if there is no policy at all. It is possible to pay 50% less if you meet the 20-day payment deadline.

500 rubles for an expired policy or one issued in violation.

500 rub. or a warning if the driver is unable to provide insurance on the spot.

This concerns individuals; for them, let us remind you that “direct” fines for the lack of a “technical inspection” were abolished back in 2012, and at the same time it was prohibited to require a card from the driver. But the fines remained the same (Article 12.1 of the Code of Administrative Offenses of the Russian Federation) for:

Passenger taxis.

Buses, trucks (equipped to transport passengers (more than eight seats).

Special transport intended, including for the transportation of dangerous goods.

The fine varies from 500 to 800 rubles. Moreover, there is an addition: if the debt is not repaid within two months, the amount will increase proportionally.

Price

Tariffs for maintenance are set by each individual subject of the federation independently. Therefore, the price of a diagnostic card differs not only depending on the type of vehicle, its class, but also on the region. So, the average cost in Russia:

All passenger cars (including taxis) used for no more than eight seats - 700 rubles.

Buses with more than 8 seats and a maximum weight of up to 5 tons - 1290 rubles.

Similar to the previous one, but for buses whose weight exceeds 5 tons - 1,560 rubles.

Trucks up to 3.5 tons - 770 rub.

Trucks from 3.5 to 12 tons - 1,510 rubles.

Motor transport - 240 rub.

State duty is no longer charged.

What documents will be required?

If you refer to Article 18, Part 1.2 of the Federal Law, the owner of the vehicle to undergo maintenance will need:

Russian Federation passport or driving license (VU).

If the maintenance is not carried out by the owner, a general power of attorney will be required.

To obtain a diagnostic card, it is necessary to eliminate the existing faults. By the way, when an expert re-inspects a car, attention is paid only to those parts that did not meet the requirements during the first inspection.

Technical inspection is carried out to confirm the compliance of vehicles (TS) with mandatory requirements/safety criteria, which are recorded in the Rules traffic and the safety standard GOST R 51709-2001, known to car owners.

Safety presupposes the serviceability of vehicle components and assemblies, since their operation affects the safety of road users.

In this case, the following must be checked:

  1. light and (acoustic) sound alarm devices for a vehicle (electric vehicle, self-propelled vehicle),
  2. presence and serviceability of mirrors,
  3. windshield wipers and washers,
  4. anti-splash aprons,
  5. the vehicle interior is equipped with seat belts and airbags,
  6. Availability of a first aid kit and a fire extinguisher with unexpired expiration dates.

Only accredited operators included in the state register are authorized to carry out technical inspections. For different areas, different numbers of operators are installed. In addition to these, there are additionally inspection points at car dealerships. The technical inspection can be carried out at any technical inspection point, at any operator in the country at the applicant’s choice.

What documents need to be provided?

In order to conduct a technical inspection, the interested person contacts any of the existing technical inspection operators at any selected point, regardless of the place of registration of his car (other vehicle) and presents the vehicle itself and the following documents:
a) an identity document or a document such as a power of attorney, if a representative is in charge of technical inspection issues;
b) registration certificate of your vehicle or passport of your vehicle (optional).

In accordance with the safety standard, the technical inspection evaluates appearance Vehicle, and then technical diagnostics are carried out to check whether the vehicle has the necessary emergency equipment. Instead of the previously issued technical certificate, a diagnostic card is issued based on the results of the technical inspection.

Legal regulation of technical inspection

Regulatory regulation of technical inspection is provided by the Federal Law dated July 1, 2011 No. 170-FZ as amended on June 4, 2014 “On technical inspection of vehicles and on amendments to certain legislative acts of the Russian Federation” and the Decree of the Government of the Russian Federation dated June 5, 2014 December 2011 No. 1008 “On technical inspection of vehicles”.

The latest edition of this resolution is dated February 12, 2018. This document introduced a number of significant changes for car owners into the inspection procedure, which came into force on February 22, 2018. Let's look at them.

What exactly has changed and how to adapt to it?

  • Mandatory technical diagnostics. Thus, now technical diagnostic tools must be used during maintenance (previously, the operator could limit himself to “visual and organoleptic control methods”).
  • Steering system. Inadmissibility of leaks on the hydraulic booster.
    Significant changes affected the steering system. Previously, only defective parts were not allowed in the steering mechanism and drive. Now the requirements have been tightened, and the inadmissibility of leakage is specifically stated. working fluid in the power steering hydraulic system, the absence of a steering damper and power steering provided by the manufacturer in the relevant sections of the operational documentation.
  • Avoid dripping of oils and working fluids.
    Another important change that can create a number of problems for car owners is the complete prevention of dripping of technical oils and working fluids (previously, drips that were repeated at intervals of more than 20 drops per minute were allowed) directly from the engine, gearbox, rear axle, final drives, battery, cooling systems and air conditioning, clutch, as well as additionally installed hydraulic devices. In accordance with it, the shape, color and size of all headlights, including fog lights, must be the same, and their location must be symmetrical. The light sources in the headlights of your car must correspond to the type of light module specified by the manufacturer in the relevant sections of the operational documentation for your car. Additional lights are allowed if they are provided by the manufacturer, or if there is a special permit from the traffic police for their installation.
  • Windshield wipers and washers.
    The requirements for equipping a vehicle with windshield wipers and washers have been tightened. Now vehicles with dismantled windshield wipers and windshield washers, as provided by the manufacturer in the operational documentation, will not pass inspection.
  • Structural changes and tuning.
    Vehicles with “unlegalized” changes in design and improvements that have “knuckle bars”, winches, stands for springs and other devices that increase ground clearance will not be able to pass technical inspection. We advise you to take care in advance about the proper registration of the technical devices you need. Or simply dismantle them. Special attention will be devoted to gas equipment. The correctness of its installation and connection will be checked in accordance with the requirements of safety regulations. If a car is converted to use gas, such conversion must be properly documented, otherwise your car will not pass the technical inspection.
  • Tires.
    From now on, studded tires must be present on all four wheels, and not just on the front or rear axles. Accordingly, it has become unacceptable to use friction tires in combination with studded ones. For car owners who often operate their car in off-road conditions, this is, of course, bad.
    But from the point of view of safety on the highway, this is justified, since friction tires perform worse on icy asphalt and on compacted winter tracks and wear out unevenly. Tread height requirements remain unchanged.

  • Emergency means. First aid kit.
    The presence of a first aid kit along with a fire extinguisher and warning triangle will be checked.
    It should be noted that the requirements for the availability of a first aid kit and a fire extinguisher are formalized, since they are enshrined in regulations. Presentation at the technical inspection, for example, of other means of medical assistance (at least medical equipment for emergency assistance, such as an Ambu bag or a mask for artificial lung ventilation, packing with an expanded list medicines etc.), which is sometimes practiced by medical drivers, and even some drivers, will likely result in failure to pass the technical inspection. The same applies to other primary fire extinguishing means; if among them there is not the notorious fire extinguisher that meets all the necessary requirements, then you will certainly not pass the technical inspection. The newly appeared one will not be checked yet, but it is possible that it will soon appear in the list above.

Issuance of a diagnostic card and video recording of maintenance

It is unlikely that you will be able to buy a diagnostic card without undergoing a technical inspection. And that's right. The technical inspection should not be nominal, but real. Drivers must understand that technical inspection must reach a level where it really begins to work “for safety” on the roads.

Currently, Rostransnadzor is carrying out a set of measures aimed at combating the illegal issuance (sale) of diagnostic cards.
