What glass tinting is allowed in Russia? Types of car tinting Was tinting allowed and fined in Russia under the new law? Is it possible to tint a car

Gradually, but steadily, the old orders are being replaced by new rules that are more in line with world experience. Allowed car tinting, which continues to be a popular option for tuning them, is no exception.

Today, according to the law, the President and the Prime Minister of the Russian Federation can drive in a fully tinted car. For other citizens, the dimming of windows in their cars operated on the territory of Russia must be carried out in accordance with certain rules.

What kind of tinting is allowed on the windshield and other car windows: we understand the standards

Until the beginning of last year, the requirements for tinting (more precisely, for light transmission) of auto glass contained GOST 5727-88 “Safety glass for land transport". Four changes have been made to it since the early 1990s. The last one came into force in 2002. It established the following requirements for the light transmission of auto glass:

  • the coefficient of light transmission of windshields of vehicles and trams should not be less than 75%.
    Note 1: The windshield may have had a light protection strip at the top. GOST 5727-88 contained a formula for calculating its width. Usually it turned out to be no wider than 15 cm, but the formula took into account, in addition to the work of the wipers, the boundaries of the regulatory zones, as well as viewing angles for the driver under different driving conditions.
  • light transmission of non-windshield glasses included in the so-called. “Regulatory field of view P”, in particular, windows of front doors, should not be less than 70%;
  • the light transmission of other non-windshield glasses is not standardized.

Effective January 1, 2015 new GOST 32565-2013 under the same title. What is the permitted tinting of the front windows in 2019? GOST 32565 somewhat relaxed the requirements for the value of their light transmission coefficient, lowering its lower threshold from 75 to 70%. This change legitimizes the practice of tinting windshields with transparent or colored athermal films, which has been very popular in recent years (see below).

The requirements of the new GOST for the light transmission of windshields are duplicated and
in the technical regulation of the Customs Union (CU), which came into force in the territory of the Russian Federation in February 2015, bearing the name “On wheeled Vehicle". What is the permitted tinting of the front windows in 2019 according to this document? The minimum of their light transmission is set to the same 70%, i.e. the new GOST and the technical regulations of the Customs Union have been agreed on this issue.

The new GOST and technical regulations of the Customs Union contain another innovation regarding windshields. They set the maximum allowable width of the shading strip for them at 140 mm (for categories M 1, M 2, N 1), and the light transmission of the strip is not standardized.

What percentage of tinting is allowed for non-windshields by these regulatory documents? Firstly, the new GOST divided all vehicle windows into two categories:

  • category 1 - glasses providing forward view driver
  • category 2 - glasses that provide rear visibility to the driver.

Both of these categories are divided according to the geometric principle. On the driver's seat, the manufacturer must indicate (in a coordinate way) the so-called. "Point R" If a vertical plane is drawn through it, perpendicular to the longitudinal median plane of the car, then its windows that are in front of the vertical plane will be classified as category 1, and the windows that are behind it will be classified as category 2.

According to the new GOST and technical regulations of the Customs Union, the light transmission of category 1 and 2 glasses must be at least 70%, i.e. no worse than windshields. However, if the car has two external rear-view mirrors, then the light transmission of category 2 glasses is not standardized.

Note 2: SDA allow the use of curtains on the windows of buses, as well as blinds and curtains on rear windows passenger cars equipped with two (right and left) outside rear-view mirrors It turns out that you can have a completely curtained (and tinted) rear glass.

Why is the permitted percentage of tinting on front windows reduced in the new GOST?

The light transmission coefficient of even new auto glass never reaches 100%, and at best it is 85%. Let the light transmission coefficient of the tint film be 75% (a fairly common indicator), then the final light transmission coefficient will be:

0.85 x 0.75 = 0.6375, i.e. 63.75%

It turns out that such a film could not provide the required light transmission according to the old GOST 5727-88, not only for the windshield, but also for the windows of the front doors.

The highest light transmission coefficient of new (not used) tint films is in the range of 80-90%. It turned out that their use on windshields according to the old GOST was obviously illegal, because:

  • typically a new windshield has a typical light transmission of 80-85%;
  • after several years of operation, the coefficient decreases to 75-80%.

A light transmission coefficient greater than 75% can only be obtained with the maximum values of the coefficients of new glass (85%) and new film (90%):

0.9 x 0.85 = 0.765, i.e. 76.5%.

In reality, this value is practically unattainable (in any case, it is rare). Typically, the resulting film-windshield ratio is below 75% but above 70%. That is why the new GOST 32565-2013 lowered the lower limit to 70%.

Today, the answer to the question: “Is it possible to tint the front windows?”, Rather positive than negative. If the measurement of the light transmission of the windshield + tint film system, performed at a car service or by a traffic police inspector, gives a reading above 70%, then there is no reason to punish the driver and demand to remove the tint.

The same can be said about the tinted windows of the front doors. To exactly comply with the new GOST, they should also be tinted without reducing the resulting light transmission coefficient below 70%. The glass of the rear doors and the rear windshield can be darkened as you like, without fear of punishment.

Permitted tinting of car windows: what is possible and what is not?

The adoption of the new GOST finally legalized the tinting of auto glass with films, since it contains the definition of safety glass with a polymer coating, although the word film is not used.

What kind of tinting is allowed in the Russian Federation? Any corresponding to GOST 32565, technical regulations of the Customs Union and traffic rules. Today it is possible to tint the windows of the car yourself both by spraying and by films from the outside or from the inside of the cabin.

A separate question, is mirror tinting allowed? It is not directly prohibited by the new GOST, however, the technical regulations of the Customs Union in clause 4.5 establish that the mirror effect created by the auto glass coating is unacceptable. The ban imposed on it by the standard of 1993, containing the procedure for admitting vehicles to operation, has not been removed from the SLR. After all, driving behind a car with a mirror tint on the rear window is sometimes simply dangerous - the reflected light is blinding.

Although the light transmission coefficient of the rear windshield and rear door windows is not standardized, it must be remembered that a film with a light transmission of less than 60% begins to “mirror” noticeably. Therefore, it is better to use a more transparent film with additional curtains.

Athermal tinting: allowed or not?

It is known that neither the climate control system nor the air conditioner often help without tinting, the driver and passengers feel like in an oven, the mood drops, especially if your car is overtaken by a tinted one. In general, without dark glasses, just nowhere.

By the way, in the state of California for four years now, tinting has become a mandatory attribute of all cars. Auto glass is tinted with special metallic inclusions that reflect the sun's rays as much as possible. As a result, the following positive phenomena take place:

  • car interior does not overheat,
  • motorists turn on air conditioners less,
  • consequently, fuel consumption is reduced,
  • harmful emissions into the environment are reduced.

But what about light transmission? After all, shaded glass obviously will not give a light transmission coefficient above 70%. It turns out that a solution has already been found, and it is called "athermal" tint film. It has a high visible light transmission - a coefficient of about 90%, however, it strongly degrades the ultraviolet and infrared part of the spectrum of the incident light flux. This tint has the following positive aspects:

  • the interior does not overheat and does not fade from bright sunlight;
  • the “windshield + athermal film” system has a light transmission coefficient of about 80%, i.e. obviously pass according to the new GOST;
  • at night, the driver is not blinded by the headlights of oncoming cars;
  • the glasses appear attractive appearance with a tide;
  • from the outside, the interior is viewed worse than in the absence of tinting.

It should be emphasized again that athermal tinting does not weaken the visible part of the incident light. Therefore, it will not work to shade the back seat of the car through it. Here you can not do without curtains on the rear windshield and rear door windows.

Is athermal tinting allowed in Russia? After the release of the new GOST, we can confidently say that yes, it is allowed. After all, in paragraph 3.4 it contains the definition of the so-called. "safety glass" with a polymer coating capable of attenuating the infrared part of sunlight. And what is it, if not athermal tinting?

A variety of athermal, but with a variable degree of reflection of thermal and UV radiation (in bright sun it is stronger, on a cloudy day it is weaker), is the so-called. toning "chameleon". Is she allowed or not? The answer is unequivocal. If the light transmission coefficient of the glass + chameleon film system is not lower than 70%, then everything is in order, the traffic police should not have any complaints.

Conclusion

Summarizing all of the above, you can answer the question: “What kind of tinting is allowed according to GOST in 2019?”, give the following answer - any tinting is allowed that complies with GOST 32565-2013 and the technical regulations of the Customs Union, except for creating a mirror effect.

The state structure is going to increase fines for tinting from January 1, 2019. The amount of the fine can reach 5 thousand rubles. You can understand the intricacies of GOST in 2019, learn about legislative innovations, and most importantly, avoid a fine for tinted windows.

Tinting is a special protective dimming coating on the glass of a vehicle in order to minimize visibility and light penetration during vehicle operation. Thanks to this, the driver can reduce the amount of sun rays entering the body of the vehicle, which will prevent it from heating up inside. Excessively tinted windows are contrary to established laws and orders of the Government of the Russian Federation, which entails the imposition of fines.

All about tinting 2019: current innovations and some nuances

From January 1, 2019, the Legislative Assembly intends to tighten penalties for exceeding the level of tinting. The current legislation regulates the norms of light transmission of vehicle windows. Window tinting is acceptable if the following conditions are met:

  1. The light transmission index of the front and side panels is not less than 70%.
  2. The light transmission for the windshield is set at 75%.

If the windows of the car do not meet the specified requirements, then the car owner will pay a fine. In 2019, the “wrong” tinting will cost the car owner 1,500 rubles.

The draft of the new law on tinting involves a significant increase in the amount of fines in 2019 and the transition to a progressive system of sanctions. For the first violation, the amount of the fine will be 1.5 thousand rubles. Subsequent violations will cost significantly more - 5 thousand rubles.

In 2017, amendments were made to the Code of Administrative Offenses of the Russian Federation and the SDA, known to the public as new law on tinting dated July 01, 2016, according to which the punishment for drivers of vehicles has slightly changed. In particular, amendments were made to the articles of the law on tinting, which regulates the correct operation of the car: a ban on tinted windows that do not comply with established norms and rules has been established.

Changes in legislation took place on the basis of.

In part 3.1 of Art. 12.5 of the Code of Administrative Offenses (as amended on June 8, 2015 N 143-FZ) states that (for 2016) the fine was 500 rubles.

Yes, it is allowed front glass transparent color film 140 mm in the upper part, as well as blinds and removable curtains on the rear window, provided that there are exterior mirrors on the sides.

Legal basis for tinting

Those who wish can familiarize themselves with excerpts from documents regulating the use of tinted glasses in Appendix 2. Which of them can be concluded?

In accordance with amendment No. 3 to GOST 5727-88 "Safety glass for ground transport", the light transmission of windshields of vehicles must be at least 75%, front door glasses - at least 70%, other glasses - not standardized. Body-dyed and tinted windshields must not distort the correct perception of white, yellow, red, green and blue.

Note 1: On the windshield, you can make a light protection strip with a width of no more than 15 centimeters.

Note 2: In accordance with the above documents, it is allowed to have a fully darkened rear window, provided that the car or other motor vehicle is equipped with rear-view mirrors on both sides (both on the right and on the left).

All of the above does not mean at all that we do not tint front windows, we tint, but how, because in our country it is often possible to agree with the law. But to the client’s question, “Will I pass an honest inspection with a fully tinted car?” you need to know the answer: "No, because of the front windows."

By the way, similar requirements apply in Finland, which is close to us, with the only difference being that it is impossible to agree with the law there. Therefore, it will not be possible to enter this country with tinted front windows.

It is worth paying attention to the fact that now it is allowed to independently tint car windows both by spraying and by pasting glass with films both outside and inside the cabin. Previously, traffic cops often found fault with drivers about tinting made using films, since this was actually prohibited in GOST. Decree No. 353, supplementing GOST, now allows any method of tinting. At least take a broom, dip it in a bucket of paint and smear the glass, the only condition is that the light transmission should be within the permitted range. It should be noted that although mirror tinting is not directly prohibited by GOST, the attitude of traffic police officers towards it is “especially attentive”, since there is a clause in the traffic rules prohibiting the use of mirrored glasses (see Appendix 2).

The method for checking glasses for opacity is also set out in GOST. In particular, for this purpose, the traffic police use special devices - taumeters, the most common of which is called "Blick".

We remind you that traffic police officers can check the light transmission of glasses only when registering a car, passing a technical inspection or at a stationary post. and in the presence of a certified device (at the moment it is a Blik taumeter), checked and sealed.

Only under these conditions can the client be punished with a fine of 50 rubles under part 1 of article 12.5 of the Code of Administrative Offenses, and there are many ways to challenge the punishment. But, we repeat, it will not be possible to pass an honest technical inspection or register a car in case of violation of light transmission standards.

The list of malfunctions and conditions under which the operation of vehicles is prohibited:
7. Other structural elements
7.3. Additional objects have been installed or coatings have been applied that restrict visibility from the driver's seat, worsen the transparency of the windows, and entail a risk of injury to road users.

Note. Transparent colored films can be attached to the top of the windshield of cars and buses. It is allowed to use tinted glass of industrial production (except mirror glass), the light transmission of which meets the requirements of GOST No. 5727-88. It is allowed to use curtains on the windows of buses, as well as blinds and curtains on the rear windows. cars if there are external rear-view mirrors on both sides.

II GOST 5727-88.
"Safety glass for land transport. General specifications"
"Light transmission of windshields of vehicles and trams must be at least 75%, other glasses - at least 70%." And the amendment made in 1992, "glasses that do not affect the driver's view can have light transmission of less than 70%, while the lower limit is not limited. If there are serviceable side mirrors, the windows of the rear hemisphere of the car can have any light transmission."

III Amendment N2 to GOST 5727-88 "Safety glass for land transport"
- adopted by the State Standard of the Russian Federation, in accordance with it, the light transmission of the rear and side windows (except for the windows of the front doors) is allowed up to 60% against 70% before. For windshields and front side windows, the old requirements remain - at least 75% and 70%, respectively. The changes came into effect on July 1, 1999.

Glass tinting according to GOST

Athermal film from American Standard Window Film and SunTek is one of the most high-tech products in the window film industry. This film is spectrally selective, allowing a combination of transparency and infrared reflection.

Athermal film blocks heat, does not impair visibility! It is impossible to underestimate the advantages of its use in your car. You can ensure a comfortable and serene driving by installing athermal film on the windows of your car. Moreover, you can use it on the front windows, as its light transmission of 70% complies with the new technical regulations.

It does not impair visibility from the car at all, even at night, while it perfectly protects you from the heat during the day. Its effectiveness in protecting against sun rays is comparable to the strongest sunscreen in existence today. And the degree of specularity inside is only 8%, which is a percentage less than that of ordinary glass. At the same time, your car windows remain almost transparent.

You use less air conditioning, get less sick from strong cold air, and save fuel while enjoying an undistorted view from your car windows. To create its seven layers reflecting thermal radiation, precious metals are used - gold, silver and indium oxide.

Now you have the opportunity to use world-class advanced technologies to create comfort and coziness in your car.

Detailed price list for car window tinting.

Finding out if car tinting is allowed and in what cases will certainly be useful for many car owners. Motorists love this glass coating, not only because it helps to hide the interior and all passengers. increase resistance to mechanical damage, soften the harsh illumination of oncoming cars, protect the interior from burnout.

Pros of toning

The undoubted positive aspects in the use of tinted glass include:

  1. One hundred percent reflection of ultraviolet rays is a guarantee against burnout of the interior "decoration" of the car.
  2. The salon does not overheat in the heat, since 70% of the heat rays do not penetrate into the car, delayed by tinting.
  3. Protection of the windshield from the blinding headlights of oncoming vehicles.
  4. Increasing strength and resistance to mechanical stress (impact, hitting objects, etc.).
  5. Hiding from the eyes of potential criminals valuables, keys, documents in the car.
  6. Reducing the impact on the driver of the glare of the sun, which increases traffic safety at times.

Regulations

Despite the visible advantages, car window tinting is a controversial topic. Whether tinting is allowed can be found by referring to the legislative acts regulating this issue. Rules traffic they say that any type of glass coating (front, side, rear), which changes (for the worse) their transparency, can become the basis for a ban on the use of a car.

The main regulatory document for automotive glass coating is the Customs Union “On the safety of wheeled vehicles”. This technical regulation was adopted for execution on January 1, 2015.

The requirements of past documents for car windows remained practically unchanged, although most car owners were waiting for some mitigation in this area.

Here is how the fourth section of the technical regulations interprets the main provisions regarding the visibility of automotive glass:
  • glasses must be installed according to the recommendations of the car manufacturer;
  • do not use objects or coatings on glass that reduce the visibility of the road, thereby contributing to the occurrence of an emergency;
  • glass on the front doors must transmit at least 70% of the light, this also applies to the windshield;
  • rear windows can be tinted as you like, but subject to the installation of side mirrors on the car;
  • the windshield can be provided with a strip at the top to protect against light, but not wider than 14 cm;
  • any tinting in a mirror way is prohibited;
  • the presence of cracks in the area of the windshield wipers is not allowed;
  • tinted glass should not drastically change colors, especially the colors of traffic lights, as well as streetlights and white and blue colors.

One of the main arguments of legislators who oppose window tinting, whether front or windshield, is concern for the safety of all road users. There are legislative acts that allow making a car heavily tinted - this is allowed for cars of special services.

How is window tint checked?

The light transmission of glass is one of the indicators that is controlled during the technical inspection of the car. The condition of the glasses should be checked with special devices - taumeters. Most often, organizations involved in checking the technical condition of machines use Blik brand devices.

The car owner has the right to demand a certificate for the device from the inspector. State certification bodies issue certificates in which the date of verification is recorded annually.

The instrument must also be labeled with the date of the next inspection. The inspector must also have a personal seal, in the absence of which the car owner can dispute the readings of the device. It is very interesting that the light transmittance can be measured not only during the day, but also at night. But there are some factors that can change the readings of the Blik device - low air humidity (during fog, for example), air temperature below 10 degrees Celsius. The device shows on the display not the degree of tinting, but the ability of light to pass through the glass.

Your actions

What to do if you do not agree with the readings of the device and do not want to pay a fine for violating the tinting of the car?

  • First, you need to write a complaint in the form of an application to the traffic police within ten days from the date of the check. Representatives of these authorities should appoint a time and place that is convenient for you, and conduct the examination again.
  • Secondly, it is not forbidden to bring the glasses back to normal during this time and thereby save yourself from paying a fine.

If you do tinting in car dealerships, then after the work done, the specialists must provide you with a certificate confirming compliance with the necessary standards. It is advisable to keep this document in the car in order to show it to the traffic police if necessary.

It does not matter what kind of tinting, in what way the darkened coating is applied to the glass (by spraying, sticking a film or complete replacement), the main thing is compliance with standard standards.

Order of the Ministry of Internal Affairs of the Russian Federation No. 329 and the “Instructions on the work of the traffic police of the traffic police of the Ministry of Internal Affairs of the Russian Federation” do not allow their full-time employees to check the technical condition of the car, including tinting, if the driver has a valid technical inspection certificate. The presence of a coupon is a kind of guarantor, protection from checks by the guards.

Should you break the law?

In order not to “run into” a fine, but still make the interior dark, you can use these simple tips:

  • do not use untested and uncertified materials;
  • have on hand a document confirming compliance with GOSTs;
  • use of curtains;
  • installation of removable tinted glass.

Most recently, a draft new law was submitted to the State Duma on the abolition of part 3.1 of Article 12.5 of the Code of Administrative Offenses, which provides for a fine for the light transmission of the windshield and front windows. Along with it, the accompanying penalties are subject to cancellation - requirements and cancellation of the registration of the car. But news spread on the Internet that glass tinting was allegedly already allowed, since the fine for it was canceled. Is all this true and was tinting allowed in 2019? We will tell you everything about the new law with links to official sources.

Legalization of tinting in 2020 - the whole truth

No. But the main truth is that glass tinting has already been allowed for a long time already - and not only the rear, but also the windshield. And no new law on tinting is needed for this. There are only 2 conditions under which you can not ride with her and you can get a fine. But more on that below.

Let's find out where such news about the change in legislation came from!

From the latest data, relevant as of January 10, 2020, there is a draft Federal Law on the abolition of a fine in the Code of Administrative Offenses for coatings that impair visibility from the driver's seat.

When will they be allowed?

We have already found out about the stages of the entry into force of the new law on the abolition of punishment. But how long is that? And here we have some not-so-good news for you. The right question to ask is: Will tinting front windows and windshields be allowed under this new law or not, and what is the probability that it will not be rejected? ".

And, of course, no one has an answer to it today. One thing should be noted - most projects are most often rejected. And it is far from a fact that a new change on their initiative will be accepted.

We also note that information is circulating on the network allegedly that tinting has already been allowed since July 8, 2019. This is also not true. No changes were made to the legislation on that day, and part 3.1 of Article 12.5 of the Code of Administrative Offenses was not canceled.

How much can I tint my windows today?

Above, we answered the question of whether tinting is allowed in 2020, which is quite acceptable ... But under certain conditions. Let's find out how a fine should be issued today and follow the logic of the legislation.

So, tinting is not prohibited, but there are restrictions.

  1. Clause 7.3 of the Basic Provisions of the SDA indicates that it is impossible to drive a car if there are coatings on the windows that restrict visibility from the driver's seat.
  2. But there is also a clear definition of when visibility is limited and when it is not. This is prescribed by the Technical Regulations in the section on visibility requirements, specifying that for the windshield and front side windows, the light transmission should be at least 70%. That is, the glass must pass through itself more than 7/10 of the light.
  3. That is, the percentage of tinting must be measured in order to issue a fine. Without it, any doubts about the guilt of the driver are interpreted in his favor (CAO - the presumption of innocence).
  4. And only after the measurement is made by a device that has a certificate of conformity and a verification certificate, the traffic police officer can issue a fine of 500 rubles.

But in practice, in 2020, inspectors also write out requirements or instructions to eliminate the conditions that lead to violations. That is, they demand in writing to remove the film. And for non-compliance with the requirements give up to 15 days of arrest. It's illegal. Why, we found out in our special article.

But the rear windows can be tinted even with zero light transmission in the presence of side rear-view mirrors. There are no restrictions on them.

Can I get a car permit?

No. As of 2020, the format and availability of such permits is not regulated by any regulatory legal act.

But even unwritten documents are already a thing of the past. Yes, in the middle of the "zero" an illegal opportunity was practiced on special machines issue such permits. But today they are not. And, if you find in any publications data allegedly in new laws that it is possible to issue a collection type of car in order to obtain the appropriate legislative approval for dimming over the prescribed 70% light transmission, then there is no such possibility for this type of car.

Why allow tinting?

However, the logic of both the motorists themselves and the deputies who initiated the new law in allowing tinting and abolishing the fine for light transmission is, and considerable.

Legislators themselves mention more than just blackout excuses, such as:

  • sun protection as a reason to allow tinting,
  • reducing the load on the air conditioner,
  • protection against blinding by oncoming drivers at night,
  • the fact that sticking a film on the windshield and front windows is a worldwide practice ...

But there are also objective reasons that the law on tinting does not work correctly today:

  • even an attempt to apply an athermal film ends up with light transmission that does not comply with the regulations - less than 70% according to GOST,
  • the measurement procedure is far from perfect in 2020 - devices have a noticeable error, and weather conditions, such as humidity and air temperature, significantly affect such a measurement error,
  • the traffic rules themselves do not even refer to the Technical Regulations, but to GOST 30 years ago, which has long been
