It is no secret that at present in Russia the number of cars produced in the last century significantly prevails over the number of new cars. The saturation of the country with old foreign cars and models of commercial vehicles was facilitated by the opening of borders in the early 1990s, due to which flows of used vehicles poured into us. Today this flow has somewhat weakened, but has not stopped. In order to get rid of the accumulated car rubbish "along the bottom", the government of the Russian Federation has developed and implemented a recycling program, the next stage of which started in early September and will last until December 31, 2014. At the same time, the majority of Russian motorists still do not have an understanding of how this program works. Today we will talk in detail about what the recycling program is, how it works, and what you need to take part in it.

What is car recycling in Russian

In 2014, the Russian government allocated 10 billion rubles for the car scrappage program, which will go to compensate the costs of car dealers. These costs represent the discounts that dealers give car buyers when exchanging an old car for a new, domestic production, as well as the cost of delivering auto junk to recycling points. If a car enthusiast gives up his passenger car under the recycling program, he will receive a discount of up to 50,000 rubles, if under the trade-in program - up to 40,000 rubles. Simplified, the car recycling scheme looks like this: the owner of an old vehicle removes it from the traffic police register, brings it to the dealer's salon who participates in the recycling program, concludes a car recycling agreement there, receives a recycling certificate in his hands, which indicates the amount of discount for new car, chooses a car in the salon and buys it with a “scrappage” discount. Let's consider each stage in detail.

1 . Cars participating in the recycling program

Vehicles of any brands and years of production can participate in the recycling program - that is, both imported and domestic. It could be like passenger cars mobiles as well as commercial - light, medium and heavy trucks, as well as buses. The car must be on the move and have complete set(all doors, wheels, glass, steering wheel, engine, gearbox, transmission, battery, armchairs and so on). If the car lacks something, for example, the trunk, then it will not be accepted for scrap.

A person who wants to rent a car for scrap must own this vehicle for at least 6 months. That is, if you bought and registered a car for yourself from January to June 2014, then you will be able to hand it over for scrap. Another nuance concerns those who inherited a car intended for recycling. In this case, you can hand over a car for scrap only if you have in your hands a certificate of the right to inherit this vehicle, which must be obtained from a notary.

2. Preparing the vehicle for disposal

Before sending a car for scrap, it must be removed from the register at the MREO of the State Traffic Safety Inspectorate. At the same time, the MREO must give you a copy of the vehicle passport (PTS) with a note that the car is removed from the register for recycling. If for some reason the owner of the car does not have a PTS (previous owner, loss of a passport due to a fire and other objective reasons), the MREO can issue a certificate stating that the car has been removed from the register to participate in the recycling program. Such a document will also be accepted by an organization dealing with the disposal of vehicles or from a car dealer.

3. Disposal of the car.

The owner can hand over his vehicle for scrap and receive a certificate (certificate) of recycling indicating the amount of compensation either independently or using the services of the car dealership where he subsequently wants to purchase a new car. Note that for different classes of cars the amount of compensation is different: up to 50,000 rubles - for a passenger car, up to 90,000 rubles - for an off-road vehicle, from 125,000 to 350,000 rubles - for commercial vehicles. In the first case, you will have to use the services of special organizations operating under the control of the Ministry of Industry and Trade and the traffic police. The address of such organizations can be found in the traffic police - when the car is removed from the register.

The procedure for handing over a car in such an organization is simple: you come to the organization in a car intended for disposal, give the person in charge a package of documents (civil passport, vehicle registration certificate, vehicle passport, general power of attorney). Then fill out the form "Certificate of disposal of an out of service vehicle". In this form, the owner of the car enters data about himself, the representative of the recycling organization - about this organization and the recycled car. The certificate is also certified by a representative of the traffic police, who must be present when drawing up documents for this operation. After that, the owner hands over the keys to the car, documents for it and license plates to the representative of the recycling organization, and in return receives a sealed "Certificate of disposal of an out of service vehicle". With this certificate (or a notarized copy - you need to check with each specific dealer), you need to come to the car dealership and present it to the manager, who will take into account a discount of 50,000 rubles when buying a new car.

If the car owner does not have time to deal with the above operations, you can do it easier: come to the car dealership where he wants to buy a new car, and delegate all the actions for the disposal of the old vehicle to the salon employees. To do this, an employee of a car dealership draws up a power of attorney in the name of an official who will deal with the process of scrapping the car (all the operations listed above). The power of attorney indicates that the owner of the car has endowed the employee of the car dealership with the right to carry out all operations for the disposal of the vehicle. Next, an act of handing over the car to the salon is drawn up, which is handed over to the owner of the car. It should be noted that this year there is no need to pay the scrappage fee, as it was at the first stage of the program in 2010-2011 - the dealer will pay 3,000 rubles due to the state for the owner of an old car.

Then the employee of the car dealership takes over the removal of the car from the register at the MREO of the State Traffic Safety Inspectorate, the transfer of the vehicle to the recycling organization. After all the operations for scrapping the old car are completed, the manager calls the owner of the car and invites him to come to the salon to purchase a new car with the relying "scrapping" discount.

4. Buying a car under the recycling program.

Since the scrappage program is one of the levers to stimulate the domestic automaker, its participants will be able to purchase domestically produced vehicles. We are talking not only about VAZs, GAZs and UAZs, but also about all cars of foreign brands, the production of which has been established on the territory of Russia. At the time of this writing, the following brands have confirmed their participation in the recycling program: VAZ, UAZ, GAZ, KAMAZ, Ford, Nissan, Renault, Volkswagen, Skoda, Citroen, Opel, Peugeot, SsangYong, Toyota, Kia, Hyundai, Chevrolet, Lifan.

Moreover, dealers, at their discretion, can determine the vehicles participating in the program - this means that not all models of a particular brand can be bought with a “scrappage” discount. For example, the same Citroen provides a bonus under the scrappage program only for one model - the C4 sedan.

In addition, each car manufacturer participating in the scrappage program is free to set the duration of discounts on new cars at its discretion. Thus, AvtoVAZ set the deadline for the scrappage program for its models on December 15, 2014, while most manufacturers will provide “scrapping” discounts until December 31 of this year. Therefore, we advise you to inquire about the validity period of the program from a specific dealer before renting your car for scrap.

The final stage: the dealer subtracts the discount amount (for example, 50,000 rubles) from the actual cost of the model configuration chosen by the buyer, and it is this amount that the latter must pay. Note that the discount applies only to the purchase of a car, so it is impossible to pay off the cost of the CASCO policy, the costs of registering with the MREO or the purchase of additional equipment - for this you will have to lay out your hard-earned money.

You can often hear the question: are discounts summed up if a person intends to hand over two cars for scrap and receive discount certificates for them? Car dealers explain that the discounts cannot be summed up: one recycling certificate is valid only for the purchase of one car. Since this certificate is personalized, it will not be possible to transfer it, let alone sell it.

For six years in a row, most car makers have supported the government's car recycling and exchange program. This is a very good alternative to renewing the vehicle fleet for many Russian enterprises, since manufacturers offer rather favorable conditions for purchasing new models.
